Multi-Agent Orchestration Setup

We define a supervisor-and-specialist structure: which agent routes, which agents execute, and where the buck stops.

Handoffs carry state. A customer who explained their problem to the service agent does not explain it again to the billing agent.
Conflict and precedence rules
When the retention agent wants to give a discount the finance agent forbids, the outcome is decided by policy, not by whichever one runs last.
